Center Faculty

In addition to Professors Kinney and Orentlicher, the Hall Center's Co-Directors, several other full-time and adjunct faculty teach in the school's health law program, including the following full-time faculty:

Cynthia A. Baker, Director of the Program on Law and State Government, is faculty advisor for several health law externships through the Program on Law and State Government. These include externships with the Indiana Department of Insurance (Consumer Protection Unit), State Department of Health, Attorney General's Office (Medicaid Fraud Unit and Medical Licensing Unit), and Family and Social Services Administration.

Jennifer A. Drobac teaches a bioethics course that examines ethical, legal, and policy issues surrounding the AIDS pandemic. Her scholarly work has been published in a variety of law reviews and journals, and she recently finished her first textbook, Sexual Harassment Law: History, Cases and Theory. Professor Drobac serves on the Henry J. Kaiser Family Foundation Board of Trustees.

Barbara J. Evans, is Director of the Pharmacogenomics, Ethics, and Public Policy Program at the Indiana University Center for Bioethics and an adjunct professor of law. Prior to joining the IU Center on Bioethics, she was an economist at the World Bank and later a partner in the in the Moscow office of LeBoeuf, Lamb, Greene & MacRae. She also was of-counsel with the Indianapolis law firm of Baker and Daniels.

Robert A. Katz holds a joint appointment with the law school and the Indiana University Center on Philanthropy at IUPUI and is a member of the Affiliate Faculty of the Indiana University Center for Bioethics. He teaches courses on the law of nonprofit and tax-exempt organizations and business and legal aspects of health care organizations. His research interests include legal issues relating to the nonprofit sector, charitable giving, and the donation and processing of human tissue for use in transplantation.

Emily Morris, Associate Professor of Law and Dean's Fellow, came to IU during the summer of 2008. She teachs patent law, copyright law, and intellectual property survey courses. Before joining the Indiana University faculty, Professor Morris was a visiting associate professor at Chicago-Kent College of Law, where she taught both Patent Law and Patent Litigation. She earned her A.B. (magna cum laude) from Harvard University and her J.D. from the University of Michigan Law School (magna cum laude), where she was an articles editor on the Michigan Law Review . Professor Morris's current work focuses on economic analysis of various patent law issues, including the effects of patent claim construction and scope on incentives and innovation.

Andrew R. Klein, Associate Dean for Academic Affairs and Paul E. Beam Professor of Law, previously served as Professor of Health Care Organizations and Policy at the University of Alabama-Birmingham School of Public Health. He brought his public health background to the law school's Public Health Law program. Professor Klein is an active scholar in the area of toxic and environmental torts.

Joanne Orr, Clinical Professor of Law, is Director of the the law school's Disability Clinic. In this clinic, student interns represent persons with physical and mental disabilities.

Fran Quigley, Visiting Professor of Law, is teaching Civil Procedure and helping build the law school's new relationship with Moi University School of Law in Eldoret, Kenya. Fran is also associate director of the Indiana-Kenya Partnership/AMPATH, and a staff attorney at Indiana Legal Services. He is a co-founder of the Legal Aid Centre of Eldoret (LACE), a human rights law clinic devoted to representing HIV-positive individuals in western Kenya. Fran is the author of several academic journal articles on social justice and human rights and writes a bi-weekly column for The Indianapolis Star. Fran has also served as the executive director of ACLU of Indiana and as a public defender and civil rights attorney.
